before Proposition 34 rules took effect to those that came after.
Of the 135 candidates on the ballot, the loophole is available only to Bustamante and Republican state Sen. Tom McClintock, who ran unsuccessfully for controller last year, because they're the only ones who have pre-existing campaign committees. McClintock spokesman John Stoos said the candidate had never heard of the loophole and ``we're not contemplating doing that.''
Davis exempt
Davis is not affected by the contribution limits because he's not considered a candidate. He is running a campaign against the recall ballot measure, and committees advocating for and against the recall are not subject to contribution limits.
I. Nelson Rose, a Whittier Law School professor and leading gaming expert, said Bustamante should be able to reach his fundraising goals from Indian tribes alone, given their interest in reaching favorable gaming agreements with the state and recent history as California's most prolific political donors.
``He should have absolutely no trouble getting that from a just a handful of the tribes,'' Rose said.
